Every partner can open 60 new areas a month at no cost — plenty of room to find the market that is actually working before you spend anything. A county-sized market runs about 252 areas, more than the free allowance covers on its own: Starter adds 100 areas on top of it and still falls short, but Growth adds 400 and clears it in one purchase — granted the moment you buy, so a partner ready to move faster than the free allowance renews is never stuck waiting.
